MILANO - Dopo un anno di ribassi le tariffe del gas tornano a crescere: dal 1° gennaio i prezzi aumentano del 2,8%. In calo invece le tariffe di riferimento per l'energia elettrica: -2,2% per il primo trimestre 2010. L'Autorità per l'energia e il gas spiega che l'aumento dei prezzi del gas è contenuto in quanto i rialzi delle quotazioni internazionali degli idrocarburi avrebbero comportato un incremento del 3,2%; tale incremento, tuttavia, è stato in parte compensato da diminuzioni delle componenti tariffarie di trasporto e distribuzione. «In ogni caso i prezzi in vigore per il primo trimestre 2010 - spiega l'Autorità - saranno inferiori del 13,3% rispetto ai prezzi del primo trimestre 2009».

16 EURO IN PIÙ ALL'ANNO - I rialzi delle quotazioni internazionali degli idrocarburi - spiega l'Autorità in una nota - avrebbero comportato un incremento del 3,2% per il gas; tale incremento, tuttavia, è stato in parte compensato da diminuzioni delle componenti tariffarie di trasporto e distribuzione. Ciò ha consentito di contenere l'aumento complessivo al 2,8% e la maggiore spesa a 26 euro su base annua, dopo le riduzioni di 185 euro nel 2009. E in ogni caso i prezzi del gas saranno inferiori del 13,3% rispetto ai prezzi del primo trimestre di quest'anno. La spesa media della famiglia tipo per l'elettricità, con gli adeguamenti di oggi si ridurrà di circa 10 euro su base annua, in aggiunta ai 39 euro di riduzioni del 2009. Nel complesso, quindi, la spesa media delle famiglie per gas ed elettricità, nei primi tre mesi del 2010, segnerà un +1,1% rispetto all'ultimo trimestre 2009, con un incremento totale di 16 euro. Rispetto al primo trimestre 2009 resta una diminuzione della spesa dell'11% circa.

PREZZO PETROLIO - «Per il gas pesa l'aumento dei prezzi petroliferi, pur se in termini attenuati e diluiti dai metodi da noi adottati per l'aggiornamento trimestrale delle bollette; in effetti abbiamo dovuto assistere a un nuovo balzo del barile, superiore all'80% in dollari dal dicembre 2008 al dicembre 2009 - ha sottolineato il presidente dell'Autorità Alessandro Ortis - .Per l'energia elettrica invece stiamo raccogliendo i vantaggi della maggior concorrenza che ha portato a una diminuzione dei prezzi del 10% in 15 mesi. Infine - ha concluso Ortis - ricordo le possibili riduzioni di oltre il 15% sulla spesa annuale al netto delle tasse, per le famiglie più bisognose che possono usufruire dei bonus gas ed elettricità». Nel dettaglio, l'Autorità ricorda infatti come per le famiglie in condizioni di particolare disagio economico o numerose, continuano a valere i benefici indotti dal bonus gas e dal bonus elettrico che permetteranno ai beneficiari di ottenere uno sconto del 15% e 20% circa, rispettivamente sulle bollette di gas ed elettricità al netto delle imposte. Cumulando i due bonus, infatti, si possono ottenere riduzioni comprese tra 82 e 359 euro (l'esatto valore è determinato per ogni beneficiario in ragione della numerosità del nucleo famigliare, del dove e del come viene consumato il gas).

SCAJOLA: BENE PER FAMIGLIE - E se il governo esprime soddisfazione («I dati confermano che le famiglie continuano a beneficiare di questi andamenti favorevoli dei prezzi energetici» dice Scajola), il Codacons dice che si tratta della «prima stangata del 2010», cui ne seguiranno altre. «La nuova riduzione dei prezzi dell'energia elettrica conferma che il mercato vive una stagione di buona concorrenzialità nell'offerta ed è in linea con i fondamentali in ribasso, soprattutto con il vistoso calo della domanda elettrica che ha caratterizzato tutto il 2009 - ha commentato il ministro dello Sviluppo economico -. E questo grazie anche alla riforma del mercato avviata con il decreto che ho firmato il 29 aprile, che ha visto l'introduzione di nuovi mercati e che sarà attuata completamente dal 1° gennaio 2010 con il nuovo mercato del dispacciamento». Per quanto riguarda il prezzo del gas, Scajola rileva che «il rialzo delle quotazioni per le fasce tutelate è sì del 2,8%, ma va ricordato che nel corso del 2009 c'è stato un ribasso complessivo di circa il 16%».

CODACONS: BLOCCO TARIFFE - Per il Codacons invece «gli aumenti annunciati dall'Autorità per l'energia elettrica e il gas rappresentano solo la prima stangata del 2010, cui seguiranno tutto l'anno altri rincari tariffari che svuoteranno ancor più le tasche delle famiglie - afferma in una nota il presidente Carlo Rienzi -. È senza dubbio una pessima notizia per i consumatori italiani, specie perché a gennaio i consumi di gas delle famiglie sono molto elevati. Chiediamo al governo di intervenire a tutela dei consumatori, disponendo il blocco delle tariffe energetiche per tutto il 2010». Adusbef e Federconsumatori stimano che per le bollette del gas e della luce si profila un ulteriore possibile aumento per aprile del 3,2-3,3%, pari a 33 euro in più a famiglia. Nello stesso tempo - sottolineano - la benzina cresce di 90 euro per i pieni su base annua. Anche queste associazioni chiedono di introdurre nel decreto "mille proroghe" il blocco delle tariffe.

Islam has a lunar based calendar with 354 days. The New Year date also changes every year as the Islamic Calendar is 11 days shorter than the solar calendar. Maal Hijra or Islamic New Year is celebrated on the first day of Muharram (first Islamic month). The word Muharram also means respect. It is more of a cultural event than a New Year celebration. People welcome the New Year with peace and prayers.

New Year celebrated by Muslims is not a gala affair rather it's a quite and sober celebration. People gather in mosques and dargahs to offer special prayers. Muslims celebrate this day to pay homage to Prophet Muhammad. The most important part is to tell the hijra (Muhammad's flight from Medina to Mecca). This story is also broadcast on radio. Maal Hijra or the Islamic New Year is spent on reflecting how one's leading his or her life and their own mortality.

The most recent trend of exchanging New Year cards and gifts have been witnessed in many Muslim communities. However, Shia Muslims do not take part in New Year activities. They commemorate the Battle of Karbala and observe it as a month of mourning. This commemoration ends on the tenth day of Muharram called Ashurah. Similarly, Sunni Muslims do not take part in the New Year traditions as on this day first Caliph Abu Bakr died.

Remembrance of Muharram
Remembrance of Muharram has become an important day for the Shias. People enact the scenes of the Battle of Karbala in mosques. At some places, people clad in black dresses. They recite sorrowful poems in the memory of the martyrdom of Imran Hussain. Many males beat their chests or walk barefoot over the burning coal to remember the sufferings of Hussain. Loud cries of congregation can be heard which reflects their inability to save Hussain from the torture and brutalities.

Christian or Gregorian New Year falls on January 1st. Countries following the Gregorian Calendar celebrate the New Year on this date. Gregorian Calendar is a modification of the Julian Calendar established by the Roman Emporer, Julius Caesar in 46 BC. In 1582, Pope Gregory XIII of Rome, abolished Julian Calendar as it was slightly long and caused vernal equinox to drift backwards in the calendar year (January 1 to December 31). Gradually Gregorian Calendar gained acceptance in several countries across the world as it created a balance between seasons and calendar.

New Year traditions create a sense of responsibility and also ties an emotional bond of togetherness, belief and faith. New Year traditions are being followed with immense devotion and joy by the people of Christian community. Tradition of New Year Baby is used as a symbol of rebirth by many Christians. New Year festivities are incomplete without singing the traditional Auld Lang Syne song. It means 'the good old days'. People sing this song altogether on the New Year's Eve. One tradition of the season is the making of New Year's resolutions. Many people keep New Year resolutions in the coming year. They even pledge to get their desires fulfilled. Modern New Year resolutions are the promise to lose weight or quit smoking and many more.

Another famous tradition of New Year Parades is attended with excitement by people of all age groups. These parades are preceded by the football game which is the main attraction of the festival. Last but not the least, New Year traditions also include the bursting of crackers and other fireworks to scare off the evil spirits and bring in good fortune.

Christian New Year Celebrations
New Year ushers in the festive spirit. People splurge in the New Year activities with fun and excitement. New Year brings in happiness and so people make it a grand affair to welcome the coming year. New Year celebrations begin with the New Year Eve. Christians attend balls, theme and private parties to celebrate the New Year. Party halls are booked in advance and there is rarely any place which is not hit by the partiers. Festive music and songs rock the New Year parties. People dress up in their best clothes to celebrate the New Year. At the stroke of 12 at midnight, people make a lot of noise, hug, kiss and wish each other "Happy New Year".

New dawn is welcomed with open arms by the Christians. Even after partying all night, Christians don't delay to visit the church on the New Year's Day. They spend the day with family and friends, go to picnics, watch movies and have favorite meals.

POLEMICA SUI SALDI INVERNALI. PER IL CODACONS SARANNO UN FLOP, CRITICA FEDERMODA

Una diminuzione del 10-20% secondo Carlo Rienzi, presidente Codacons: "Non ci saranno i saldi che tutti si aspettano perché le famiglie hanno speso i pochi soldi prima di Natale". Invece per Renato Borghi, presidente Federmoda la priorità è trovare una data comune a tutto il territorio.

Occasione o flop i saldi invernali fanno già discutere. "Sostenere che la fine stagione sia gennaio è un paradosso" dice Renato Borghi, presidente di Federmoda e vicepresidente di Confcommercio. "Bisogna ridisegnare le regole per le vendite straordinarie. Siccome c'è l'esigenza di offrire ai consumatori più ampie opportunità di comprare a prezzo scontati - continua Borghi - vediamo quali vincoli ci sono e rimoviamoli in modo da poter offrire per tutto il corso dell'anno prodotti a prezzo scontato e lasciare alle imprese la possibilità di fare una libera politica di prezzo".
 
Le polemiche non risparmiano nemmeno il calendario, che prevede l'avvio dei saldi in giorni diversi da regione a regione. Al via il 2 gennaio a Napoli, Roma, Bologna e Milano. L'ultima città a partire con le svendite di fine stagione sarà Aosta il 10. "Ai turisti che visitano il nostro paese non diamo certo una bella immagine di coordinamento - afferma Borghi - la soluzione migliore sarebbe una data unica per tutto il territorio nazionale". Ma al di là delle polemiche, i prossimi saldi saranno un flop, come ha annunciato il Codacons? Per il presidente di Federmoda "dopo tanti mesi in cui non si sono riversate risorse nei consumi, questo potrebbe essere il primo segnale importante di inversione di tendenza". Secondo Confcommercio nei giorni dei saldi ci sarà un movimento di circa 6 miliardi di euro a livello nazionale, con una spesa media per famiglia di 418 euro e per persona circa 175 euro.

I consigli per chi si dedicherà allo shopping sono pochi, ma fondamentali, così come spiega Borghi: "Al primo posto andare dal proprio negoziante di fiducia. Poi i pagamenti con carta di credito devono essere accettati dal negoziante qualora abbia esposto l'apposta insegna in vetrina. Inoltre i cambi della merce sono dovuti se i prodotti sono difettosi e ci dev'essere il prezzo normale di vendita e lo sconto. In alcune regioni è anche obbligatorio mettere il prezzo finale".

I HAVE been married forever.

Well, not since the Big Bang but since the Nixon administration — 35 years — a stretch long enough to startle new acquaintances or make talk-show audiences applaud. Recently one of my wife's college students kept pressing us, with baffled curiosity, for our secret, as if there had to be some trick to it, like wearing each other's clothes on Tuesdays.

Back when we became engaged, our news was also greeted with baffled curiosity. It was the '70s, after all, when the freedom to be able to hop from one relationship to the next was as essential as anything in the Bill of Rights. Our friends were profoundly perplexed; nobody, they thought, could want a fondue set that badly.

We had already been together three years at that point, pretty much ever since I turned around at the orientation meeting for new history graduate students and saw her in her granny dress. (As I say, it was a long time ago.) Our feelings about marriage may have been shaped by our pursuit of such a traditional area of study. Perhaps our attitudes would have been different had either of us been in gender studies.

Of course, back then no one had heard of gender studies.

The surprise that now greets us at the fact that we've managed to stay married so long — as opposed to having shaken hands at some point and decided who kept the ice cream maker — is even more extreme. Friends you haven't seen for a long time often inquire delicately about the spouse you had when they last saw you.

I once explained to a colleague that I was looking for a job change because of something going on with my wife. His eyes widened with the assumption that our situation involved a family law specialist instead of a fellowship that required me to follow her across the country.

Since our wedding, the numbers have increasingly turned against us. Fewer people marry. Fewer stay married. And when it comes to having and raising children, being married has become as optional as the color of your baby's onesies.

Throughout the '80s so many of our married friends broke up that it started to seem as if the married demographic consisted largely of us and the Huxtables. Since then, Hollywood has wisely shifted the base of many of its sitcoms to work and friendship rather than the nuclear family, situations younger viewers can better identify with.

Anyone who has been married for a long time starts to feel like a soldier surrounded by heavy casualties. In graduate school, a couple who married when we did failed to make it through a year. In my first job, we were one of four couples who got together almost every weekend; a few years later my wife and I were the only ones still together. Deep into our married life, five couples we knew, each together at least two decades, came apart in a single year, shells of separation bursting all around us. Like surviving soldiers, we like to think we were a little better prepared, maybe a little better suited for it. But we also know we've been lucky.

Anyone with an anniversary in the precious-metal range knows what it's like to support friends whose marriages have fallen apart. That newly disconnected friend sleeping on your couch who came to dinner with a tight smile and a greater interest in red wine is like a walking cautionary tale, the image pressed permanently into any marriage's mental photo album.

And making all those changes in your address book affects your own marriage. When a close friend left his wife for someone much younger, my wife intensified her exercise regimen. Watching other couples break up also reminds me that divorce causes friends to choose between the two parties, and I would not like my chances.

The appeal of the alternative is everywhere. In popular culture, predictability seems like a bear market compared with possibility, and falling into a pattern is the opposite of falling in love. But if you stay married long enough to make people speculate about your religious beliefs, you come to see that patterns are the point; there's a reason the heart is an organ measured in rhythms.

Being single is all about the future, about the person you're going to meet at Starbucks or after answering the next scientific compatibility questionnaire. Being married, after a certain point, is about the past, about a steadily growing history of moments that provide a confidence of comfort, an asset that compounds over time. What you share is what you've shared, and measuring your communal property in decades puts you in a freakishly high bracket.

So experiences such as my being fired from my first job — I'll tell you the story sometime; my wife has heard it often enough — or the long years when it seemed my wife would need to undergo complicated and scary spinal surgery transform over time from life's low points into promontories of reassurance.

A writer's capital, it is calculated, is his experience. After a while, the same applies to marriage, and a couple draws on it for what they need, a checking account of life's checkpoints.

Our largest deposit was a long and painful stretch of infertility, ultimately producing two happy outcomes. It sounds self-evident to say that a husband and wife couldn't have made it through infertility without each other; presumably they couldn't have gotten into the situation without each other, but it has a particularly intense effect on a relationship. When the whole point of a condition is the absence of a third person, the two who find themselves alone together — a phrase that seems contradictory, except to an infertile couple — look at each other very closely, and look to each other very closely.

It was a major bonding moment when, in our early 30s, a fertility doctor told us that new discoveries were being made all the time, and that there was no reason we couldn't make use of such discoveries until we were, say, 55.

Parents for the first time at 55?

We looked at him, and then at each other. Mutual resentment of authority figures can provide a powerful pillar for marriage.

I've heard it said that pain is something people can't remember or accurately express to others. But those years of monthly meltdowns and longing looks at other people's children come right back, all of our time spent on that barren island. Holidays were hard, especially the family-centered ones — Thanksgiving, Passover.

I have now been a father for the last 23 turkeys and Seders but I can still instantly call up the agony of those earlier occasions, that feeling of being forever outside the circle.

Some infertile couples we knew tore under the strain; others became more or less numb. We spent years living in a weirdly inverted world where an unwed teenage mother was envied for her facility. And while the wife of legend may explode in anger on coming home to find her husband in bed with somebody else, my wife did when she found me alone in the bathtub, having forgotten the effect of hot water on sperm count.

When our sons appeared, and the years of shared pain turned into a fund of shared experience, it was like coal being crushed into a diamond.

Even as marriage itself has taken a battering, it's been eagerly seized as a symbol. Some who fervently endorse it are those with whom you may not agree on anything else. Marriage these days seems not only less effective in uniting people, it also appears to be playing a growing role in dividing them, particularly when it comes to what seems to be the last group actually excited about the idea — gay people. For an institution that these days can use all the support it can get, their application should not be easily dismissed.

And when I hear people explain that gay people shouldn't be allowed to marry because the purpose of marriage throughout history has been to produce children, and they can't do that, I envision decades of our anniversary cards being shredded.

During those years when our marriage was clearly failing in its natural assignment of procreation, were we not, according to these people, really married? If marriages have to be about children — rather than about affection and respect, or even the kind of endurance that leads teenagers to marvel at any marriages that have lasted longer than they have been alive — then gay people aren't the only ones whose unions are somehow unsanctified.

LOOKING for something profound to tell my wife's student, I mumbled something about respect. She nodded reflexively; sure, respect, human beings deserve respect. I couldn't quite make my mouth move fast enough (I've been married since before the Bicentennial) to explain that that wasn't it. It wasn't a matter of basic human respect in the United Nations Universal Declaration of Human Rights sense, but of respect for someone who is in some way better than you.

I am somewhat better with words than my wife is; she is infinitely better with people. In different ways, we translate each other to the rest of the world, and admire each other's contrasting language skills. Being married to someone you respect for being somehow better than you keeps affection alive. That this impressive person chooses you year after year makes you more pleased with yourself, fueling the kind of mutual self-esteem that can get you through decades.

The other part, about how those decades change over time from obstacles into assets, is something my wife's student will have to figure out for herself. It could take awhile.

Like, forever.
